Objective
The study aims to map potential corruption risks in finance and economic affairs, assess the effectiveness of existing internal control, compliance and oversight mechanisms, and develop practical prevention measures.
Methodology
The analysis draws on document analysis, semi-structured in-depth interviews with public and private sector representatives, comparisons with Finnish and Swedish experience, and a synthesis of risk scenarios. The study examines the public sector, the private sector and the points of interaction between them separately.
Benefits
The findings provide the first comprehensive overview of corruption risks in finance and economic affairs in Estonia and the mechanisms through which they arise. Practical recommendations will inform the planning of activities under the Anti-Corruption Action Plan 2027–2031 and help strengthen prevention, transparency and cooperation between institutions.
